 Two More Fair Play Rules are Added!

a. Added Rules:

(1) Agents are not simulators.
    -> They should not use message with header SK-*, ie. SK-connect,
    SK-update..

(2) Agents are not permitted to share memory (Objectpool).
    -> Agents can share information only through communication.

b. Check mechanism:

(1) Files under participants' home directory are open after games.
    Namely, files used at 3rd place game are open after the games at
    Aug. 9. Files used at final game are open after the games at
    Aug. 10.

(2) After RoboCup 2000, the files are also open on Rescue HomePage.

(3) To the end of this August, claims are on Fair Play Rules will be
    accepted by sending mails to Rescue-ML. Committee will check them
    and at worst case, the committee may cancel the team that is not
    thought to obey fair play rules.
